Independent Bias Audit
New York City's Local Law 144 says an employer may use an automated employment decision tool (software that screens, scores or ranks candidates) only if it has had a bias audit by an independent auditor within the past year, with a summary of the results published. The audit calculates selection or scoring rates and impact ratios by sex, by race/ethnicity and by both together, from the employer's own historical data.
Who it is for
- Employers using an automated hiring or promotion tool for jobs in New York City
- Employers anywhere who want an independent, documented check of a hiring tool
- Vendors are not eligible: we audit tools for the employers that use them
What you get
- Review of the data and how it was collected, and a written explanation of its source
- Selection or scoring rates and impact ratios for sex, race/ethnicity and the intersectional categories, recalculated from the raw data
- Treatment of unknown and small categories as the rules allow, with written justifications
- The bias audit report, signed by the independent auditor for BlissPoint Consulting, LLC, and a summary of results ready to publish
- A written statement of the auditor's independence and any disclosed relationships
The audit reports the figures the law requires. It doesn't certify a tool, and Local Law 144 sets no pass or fail threshold.

What it costs
| Size | Scope | Price |
|---|---|---|
| One tool | One automated employment decision tool, on one set of historical data (or test data when there isn't enough) | $31,486.27 |
| Each additional tool | Another tool audited in the same engagement, on data from the same period | $12,847.63 |
Why it costs what it does
- An audit of one tool costs $31,486.27: reviewing the data and how it was collected, recalculating every figure, the written justifications, the signed report and the published summary. Each additional tool in the same engagement is $12,847.63.
- The fee is at the upper end of what specialist boutique HR and I-O consultancies charge, and well below what a large consulting firm typically charges for a project of the same scope.
- It is a fixed fee, paid by card to BlissPoint Consulting, LLC when the project starts, under its own written agreement. There are no expenses, travel or add-on fees, and the price shown is the whole price.
- If either side decides within 7 days after the kickoff session that the project isn't a fit, the fee is refunded in full.
How we stay independent: Audits are performed and signed by BlissPoint Consulting, LLC, a separate company from the one that sells Organization Viewer, under its own agreement and billing. BlissPoint never audits a tool it built, sold, resold, configured or recommended. No AI Hiring Risk Assessment, remediation advice or other consulting on the same tool in the 12 months before the audit, or during it, so the auditor never reviews their own advice. The audit is never bundled with Organization Viewer or other consulting, and never discounted for buying anything else. The fee is fixed before work starts and doesn't depend on the results. Any other relationship with the employer, including an Organization Viewer subscription, is disclosed in writing before the engagement and stated in the audit report. The auditor declines the engagement if a lawyer advises the relationship could impair independence. BlissPoint holds no ownership or other financial interest in the employer or the tool's vendor, and has no employment relationship with either. The auditor recalculates every figure from the raw data, whatever software the employer used to prepare it.
How it works
- Email us with the tool, how you use it and who built it. We check independence before anything else.
- If we can audit it, you receive a separate written agreement from BlissPoint Consulting, LLC and pay its fixed fee by card.
- You send the historical data (a CSV template is provided). Applicant data is deleted within 30 days of the report, confirmed in writing.
- We recalculate every figure, review the data and write the report.
- You receive the signed report and the summary of results to publish, with the date of the audit.
Payment, revisions, what you provide and how your data is handled are all in writing before you buy: how our fixed-fee projects work.
Questions
How much does a bias audit cost?
One tool: $31,486.27; Each additional tool: $12,847.63. Fixed fees, agreed before work starts, never dependent on the results.
We use Organization Viewer. Can you still audit our tool?
Usually, yes. Organization Viewer isn't a hiring tool, so it isn't what's being audited. We disclose the subscription in writing before the engagement and in the report, the audit is a separate agreement, and we decline if a lawyer advises the relationship could affect independence.
We had an AI Hiring Risk Assessment from you. Can you audit the same tool?
Not within 12 months of that work: an auditor shouldn't review their own advice. We can refer you to another independent auditor.
Do we still have to publish anything?
Yes. Under Local Law 144 the employer publishes the summary of results and the tool's distribution date on its website and gives candidates the required notices. We prepare the summary; publishing and notices are yours.
